Request for Proposals (RFP): Housing Quality Standards Inspection Services (To Eventually Become UPCS-V Inspections) for the THA’s Rental Assistance Programs

The Troy Housing Authority is requesting proposals from firms or individuals certified to provide professional Housing Quality Standards (HQS) inspections for approximately 1,200 units. The THA further anticipates that the U.S. Department of Housing and Urban Development (HUD) will eventually transition to Uniform Physical Condition Standards (UPCS) for Voucher (UPCS-V) inspections and we expect the selected proposer to be able to transition to this new platform.
