TROY HOUSING AUTHORITY – REVITALIZATION UPDATE

The Troy Housing Authority (THA) presently manages 1224 low to moderate income apartments across 12 site locations predominantly supported by the HUD Rental Assistance Demonstration (RAD) program. In addition, THA administers 925 Housing Choice Vouchers, 75 Mainstream Vouchers, 13 Emergency Housing Vouchers, and 30 Moderate Rehabilitation single room occupancy apartments at the YWCA of the Greater Capital Region, Inc.

Since 2017, THA has been committed to completely renovating its portfolio, and since then, 1025 apartments have either been re-built, renovated, or are under active revitalization. THA’s most recent projects include the revitalization of Griswold Heights (392 units), Troy Portfolio Preservation Bundle 2 which includes Corliss Park, Margaret Phelan, Catherine Sweeney, and Grand Street apartments (341 units) and Taylor I (141 units).

A summary of each of these projects as well as links to the sites and updated photos are as follows:

Griswold Heights (392 apartments)

The Griswold Heights Apartments is a 392-town home style affordable housing development within the Troy Housing Authority’s portfolio. It is located at 100 Griswold Heights in Troy, New York. The site is comprised of 13 two-story buildings set upon 33 parklike acres containing: 287 – 2 Bedroom Units [1 ADA], 70 – 3 Bedroom Units [1 ADA], 30 – 4 Bedroom Units [18 ADA], and 5 – 5 Bedroom Units [1 ADA]. There are also other accessible units available including 8 – Audio-Visual Units.

Griswold Heights is currently home to over 900 residents and recently completed a comprehensive scope of work to renovate the property and apartments including but not limited to improvements such as new LED lighting, new flooring, renovated kitchens with stainless steel appliances, new bathrooms, building system upgrades, new roofs, sidewalks, landscaping, playgrounds with water features, an upgraded community center including a resident computer lab, upgraded security measures such as site lighting and cameras, a dog park, and many more interior, exterior and site improvements. Renovations have been completed in accordance with applicable building accessibility codes, have addressed all environmental concerns, and have provided many new amenities designed to improve the health and quality of life for our residents.

The project is expected to be completed by July 3, 2025, with a ribbon cutting ceremony scheduled for July 10, 2025.

BUNDLE 2 (341 apartments across four sites)

The Troy Portfolio Preservation Bundle 2 Project is the formal name used for the revitalization of four (4) scattered sites containing a total of 341 affordable housing development apartments within the Troy Housing Authority’s portfolio. They are located at:  

Corliss Park

Includes 4 – 1 Bedroom, 106 – 2 Bedroom, 36 – 3 Bedroom, and 38 – 4 Bedroom apartments.  Within the site, 10 units are set aside as mobility accessible, and 4 units are designed as accommodation for the audio and visually impaired.

Margaret Phelan

1 – Studio, 35 – 1 Bedroom, 17 – 2 Bedroom, 27 – 3 Bedroom, and 10 – 4 Bedroom apartments. Within the site, 5 units are set aside as mobility accessible, and 2 are designed as accommodation for the audio and visually impaired.

Catherine Sweeney

Includes 2 – 1 Bedroom, 18 – 3 Bedroom, and 4 – 4 Bedroom apartments. Within the site, 2 units are set aside as mobility accessible, and 1 unit is designated as accommodation for the audio and visually impaired.

Grand Street

Includes 3 – Studio, 23 – 1 Bedroom, 14 – 2 Bedroom, and 2 – 3 Bedroom apartments. Within the site, 3 units are mobility accessible, and 1 unit is designed as an accommodation for the audio-visually impaired.   

The Troy Portfolio Preservation Bundle 2 revitalization project is a comprehensive scope of work and includes building system upgrades, in-unit renovations, and exterior improvements. In general and across all four sites as applicable, the improvements include building façade repairs, new roofs, new windows, new doors, new water distribution and sewer lines, new garbage enclosures, new energy efficient HVAC systems, new front and exterior LED lighting, fully renovated kitchens including new cabinets, stone countertops, stainless steel energy efficient appliances, new flooring, new bathrooms, living room ceiling fans, repaired sidewalks, enhanced landscaping, new lighting and camera security measures, new mailbox and bus shelter structures, outdoor amenities including playgrounds (where feasible), parking area repairs and much, much  more.

Other Projects

Taylor I Apartments

In late January 2025, Pennrose and the Troy Housing Authority announced the successful completion of the first phase of the revitalization of Taylor Apartments. The newly renovated Taylor Apartment Building #1 is located at 125 River Street sitting on the corner of Congress Street just prior to the bridge connecting Troy to Watervliet. The brand new 141 unit, 7-story apartment building includes 46 one-bedrooms, 87 two-bedrooms and 8 three-bedrooms apartment layouts. The ground floor contains a fitness center, a community room and retail space. The new Taylor development features modern kitchens with a dishwasher, washer and dryer in every apartment, spacious closets and Central A/C.  The ground floor contains a fitness center, a community room and approximately 2,225 SF of retail space.

Taylor Apartments 3 & 4

U.S. Senate Majority Leader Chuck Schumer and U.S. Senator Kirsten Gillibrand Announce $1 Million for the Troy Housing Authority to Revitalize Taylor 3&4 Apartment Towers. Funding will go toward the demolition of the old Taylor 3 & 4 apartment towers and site preparation to allow for the development of 250+ units of affordable housing for families and 35,400 square feet of community and commercial space. The completion of the next phase of the Taylor Redevelopment project will be a tremendous step forward to revitalizing the City of Troy riverfront ensuring the Troy Housing Authority’s goal of providing decent, safe, and affordable housing while at the same time enhancing the quality for the residents.
