Would You Like to be a Candidate?

The Troy Housing Authority is governed by a seven-member board of commissioners.  Every two years there is an election where two tenants are elected to be commissioners by the other tenants.  The other five members of the board are appointed by the city government for five-year terms.  To participate in the Tenant Commissioner Election, as a voter and/or candidate you must be a Resident of an apartment managed by the Troy Housing Authority or s Section 8 Participant.

 The commissioners serve as the governing officers of a public corporation.  Some of the responsibilities are: Provide leadership and advocate for public housing; set policies governing the operations of the public housing authority and chart the direction of current and future programs; establish policies to prevent fraud, abuse, mismanagement and discrimination and to ensure that the public housing authority acts legally and with integrity.

Here are some of the rules to be followed in this election:

Nominating Petitions for candidates for tenant commissioner can be obtained at any site office or by calling the Clerk of the Election, Tom Hulihan at the Troy Housing Authority Administration Office (518-273-3600 Ext. 421), on or after May 1, 2022.  Petitions can be returned completed to any site office any time from May 1, 2022 through June 15, 2022 at 4:00PM.  After June 15, 2022 at 4:00PM petitions will not be accepted.  

To be eligible to nominate a candidate, to become a candidate or to vote, tenants must have their name listed on the lease, live in an apartment owned by or managed by the Troy Housing Authority or in a Section 8 apartment receiving subsidy through the Troy Housing Authority on or before May 1, 2022 and through the date of the election (August 31, 2022) and be 18 years of age or older on the date of the election – August 31, 2022.

An eligible voter may sign up to 2 nominating petitions for two different candidates.

Fifty (50) valid signatures of qualified residents are needed to have a candidate placed on the ballot.  Signatures will be validated so having more than fifty (50) is encouraged.

The election will be held on Wednesday, August 31, 2022, from 2:00PM to 6:00PM.  

Section 8 residents are eligible to run for Tenant Commissioner, circulate and sign petitions and vote in the Tenant Commissioner election.

Election will be by secret ballot using paper ballots or by absentee ballots.

Polling places will be located in various community rooms of housing developments for voting on the day of the election.

The election will be monitored.
